DRIVER CPC DUNDALK – INITIAL AND PERIODIC TRAINING
Since 10/9/23 it’s Year 5 for your Truck Card Year 1 for Bus or Combined drivers. Don’t leave it until the last minute. The Year end is 9th Sept 2024.
If you passed Initial CPC when you passed your driving test then your card expiry is your annual refresher date each year.

Here’s what you need to do to get your Driver CPC card.
Option 1. Get the application form (from us) fill it out and attach photographs.
Option 2. Send a text to RSA allowing them to use the information they have off your Digital Tachograph Card (if you have one), it must be in this format: 123456789 (driving Lic No) space Y (for yes) space Surname, therefore: 123456789 Y Murphy and text to 51444.
If you’re not up to date with your Modules you need to use Option 1 and come and see us about getting them done
All Bus Drivers should have Modules 1,2,3,4 and 6 completed and Truck Driver’s should have any 4 Modules of 1,2,3,4 or 5 completed by 9 September 2013.

If stopped and you are not up to date then you could face the following sanction, €2000 fine for the driver, €5000 fine for the owner.

What is Driver CPC?
The Driver CPC is for HGV (Heavy Goods Vehicle) and LPSV (Large Public Service Vehicle) drivers who drive professionally throughout the Island of Ireland and Europe. The Driver CPC has been developed as a requirement of the EU Directive 2003/59, which is designed to improve the knowledge and skills of professional HGV and LPSV drivers throughout their working life.
There are two parts to the legislation:
- The Initial Qualification that must be achieved by new HGV and LPSV drivers along with their vocational licence to enable them to use their licence professionally.
- Periodic Training, which involves all existing professional drivers undertaking 35 hours refresher training over 5 years.
Existing CPC Drivers
If you have a full licence for a truck or bus before the Driver CPC comes into force on the 10th September 2008 for buses and before 10th September 2009 for trucks, you will automatically get your Driver CPC licence without having to take the tests. This is called acquired rights and is based on your experience to date. In order to keep your Driver CPC licence up to date you must do 35 hours Driver CPC Training during each five year period. This requirement means that the Drivers MUST have 7 hours training per year, excluded from this time is any administration or meal breaks. These course are highly regulated with Quality Control Inspectors sitting in unannounced.
New CPC Drivers
If you want to become a professional bus driver after the 10th September 2008 or a professional truck driver after the 10th September 2009 you will have to do a Driver CPC examination. The examination includes:
- A two hour multiple choice theory test,
- A two hour case study theory test,
- A 90 minute driving test, and
- A 30 minute practical test.
CPC Legislation
European legislation requiring a Certificate of Professional Competence (CPC) qualification in addition to a driving licence will apply to new drivers acquiring PCV licence from September 2008 and for drivers acquiring an LGV licence from September 2009. Those who already hold a licence before these dates will be given acquired (grandfather) rights, however, all drivers must complete 35 hours periodic training every five years.
The training is referred to as a Driver CPC and is being developed as a requirement of the EU Directive 2003/59, which is designed to improve the knowledge and skills of professional LGV and PCV drivers throughout their working life. This Driver CPC is level 2 operational training on subjects such as fuel consumption, defensive driving, drivers hours and operator licencing rules, transport contracts and documentation, together with customer care.
Drivers employed or used by undertakings established in a member state which use goods vehicles in categories C1, C1+E, C or CE are in scope, together with drivers of passenger vehicles in categories D1, D1+E, D or D+E pre 1990 licences with equivalent categories (such as HGV1) are also included, as are those driving vehicles on entitlements obtained by passing a car test before 1997, such as C1 or D1. The legislation applies to the activity of driving the in scope vehicles, so people who hold vocational entitlement, but who do not actually drive those vehicles will not come into scope.
There are seven exemptions from the training requirement. These are drivers of vehicles :
Used for non-commercial carriage of passenger or goods, for personal use.
Undergoing road tests for technical development, repair or maintenance purposes, or new or rebuilt vehicles not yet put into service.
Used on the course of driving lessons for any person wishing to obtain a driving licence or Driver CPC.
Carrying material or equipment to be used by the driver in the course of his or her work, provided that driving the vehicle does not constitute the driver’s principle activity.
With maximum authorised speed not exceeding 45 KM/h
Used by, or under the control of, the armed forces, civil defence, the fire service, and forces responsible for maintaining public order.Used in states of emergency or assigned to rescue missions.
Two fundamentally different types of training are included in the legislation- initial and periodic. Initial training is for new drivers and involves a test however for the periodic training required by all drivers, there is no formal test element, instead the driver must attend approved courses delivered by an approved training provider (can be either internal or external). Each course must be a minimum of seven hours long and the drivers must complete a total of at least 35 hours over a five year period.
The date from which a driver must obtain his / her Driver CPC depends on whether they are classed as new drivers or have acquired rights, and the type of vehicle driven. Drivers with acquired rights do not have to obtain an initial Driver CPC. Those with grandfathers’ rights vocational qualifications of C1 and D1 obtained with car licence tests taken before 1st Jan 1997 are also deemed to have acquired rights.
